About 85 speakers opposed the proposed 1.6 million-square-foot development and roughly 25 supported it. Developers led by Thor Equities proposed a casino, convention center, hotel, restaurants and retail, promising a $200 million community trust, local job reservations, ownership shares for locals and $10 million toward a ferry station. The City Council previously approved rezoning to allow larger buildings if a license is granted.
