Gas prices rise on July 1: What California drivers need to know

According to a study from the University of Pennsylvania, gas prices could surge to 65 cents, with a 85 cent price predicted for 2030 if the program's carbon reduction credits reach their highest levels.
Researchers at UC Davis, however, disagree, claiming that the standards would only add between 5 and 8 cents per gallon.
