Governor Gavin Newsom's final budget retreats from the major housing and homelessness investments pursued in prior years and leaves advocates disappointed. The proposal includes $500 million for the Homeless Housing, Assistance and Prevention (HHAP) grant, conditioned on enhanced accountability and performance requirements, after HHAP received no new funding last year. Local governments face constrained options as federal and local funding streams remain limited, increasing reliance on state action and on securing a $10 billion statewide affordable housing bond. Two bills are moving through the legislature to place that bond on this fall's ballot.
