Relations nosedived in 2018 after Canada arrested a senior Huawei executive and remained rocky thereafter. Leaders of China and Canada met in South Korea during the Asia-Pacific Economic Summit and called for pragmatic, constructive improvement of ties. The leaders described the meeting as a turning point and noted signs of recovery resulting from joint efforts. Xi expressed willingness to work with Canada to return bilateral relations to a healthy, stable and sustainable track. Carney accepted an invitation to visit China and said the meeting creates opportunities for Canadian families, businesses and workers. Experts urged caution because of unresolved security concerns.
