The bill was introduced in June 2024 and passed first reading before dying on prorogation; it has been tabled in the Senate and must complete the parliamentary process to become law. Health Canada characterizes the country's health data system as fragmented and siloed, saying incomplete records can compromise patient care and safety. The legislation would set standards for electronic medical record systems, prohibit unnecessary restrictions on information sharing, and maintain patient privacy protections.
