Workday wins, then loses, contract with US Office for Personnel Management
Briefly

The Office of Personnel Management (OPM) defended its decision to award a sole-source contract to Workday, stating that the urgency of the situation necessitated swift action due to unforeseen operational crises and deadlines set by the federal government. OPM maintained that Workday was uniquely positioned to meet these needs without delays. Despite this justification, the decision has faced backlash from both current and former OPM employees and advisory councils focused on federal IT contracting, highlighting concerns over transparency and competition in government procurement processes.
This acquisition is not the result of poor planning, but rather a response to an unanticipated acceleration of operational crises and federally imposed deadlines. Workday is the only responsible source capable of delivering the required capabilities within the time available, and full and open competition with other vendors would result in unacceptable delays, noncompliance, and mission failure.
OPM intends to conduct a 'full and open competition' at the end of the contract period but added this would occur only if no justifiable sole-source condition exists.
