Barbaccia highlighted Flagg's understanding of operational realities and constraints faced by agency technology leaders. Flagg's appointment comes as Barbaccia manages multiple responsibilities, including acting director of the Technology Transformation Services within GSA, federal chief AI officer, and government service delivery lead. The Technology Transformation Services has experienced significant staffing reductions, losing approximately 70% of its workforce since the current administration began.
