"Officials also praised Moldova, whose government has accused Russia of mounting an unprecedented underhand campaign to sway voters through illicit party funding, vote buying and propaganda campaigns. The EU enlargement commissioner, Marta Kos, said Moldova, which has a population of 2.4 million, had made the greatest progress of any country in one year, despite the continuous hybrid threats and attempts to destabilise the country on its EU course."
The EU could admit new members by 2030, driven by geopolitical shifts after Russia's 2022 invasion of Ukraine. Montenegro and Albania are frontrunners, with Montenegro most advanced in the accession process. Enlargement is framed as necessary to strengthen the EU's global role and as a potential major security guarantee for Ukraine. The European Commission published annual reports on 10 aspiring countries. Moldova made the greatest progress in one year despite hybrid threats and destabilisation attempts. Serbia exhibits democratic backsliding. Georgia experienced a steep democratic decline with accession talks halted after a violent crackdown on protesters.
