Presumably, the former is a build kit (with items to decorate your Sims ton) and the later a CAS kit (a.k.a. Create a Sim with clothes, jewelry, and hairdos). If you get both, you also get "a special bundle for those who desire the complete experience, including a romantic gazebo, elegant piano and a most charming bassinet," per Netflix."
"Expect chandeliers and other ballroom accessories in the build kit and gowns, waistcoats, and masks (or masques if you're nasty) in the fashion kit. There will also be a limited-time in-game event with the chance to win more loot."
