Russia intends to stop oil exports from Kazakhstan to Germany through the Druzhba pipeline starting May 1, 2026. This decision threatens the PCK refinery, which provides over 90% of Berlin's diesel, petrol, and heating oil. The refinery, previously operated by Rosneft, has been importing increasing volumes of Kazakh crude since 2022. Although the refinery also sources oil from other ports, the cessation of deliveries via Druzhba would significantly challenge operations, as 17% of its annual processing comes from this pipeline.
