An initiative launched in Connecticut, Massachusetts and Rhode Island in 2021 and expanded to Maine, New Hampshire and Vermont in 2024 guarantees admission for associate degree-holding community college graduates to participating four-year institutions in the same state when students meet a receiving institution’s minimum GPA. The program waives application fees and essay requirements and had 53 participating four-year institutions as of October 2025. Funding for planning and implementation came from several foundations. Transfer students are performing above minimum GPA requirements, are retained at a 94 percent rate, and include over 47 percent Pell Grant recipients. Convenings are addressing sustainability beyond the grant-funded phase.
