Seven of nine originally invited universities formally rejected the Compact for Academic Excellence after objecting to provisions that would limit academic freedom. The compact would require suppressing criticism of conservatives on campus, cap international enrollment at 15 percent, freeze tuition, overhaul admissions and hiring, and offer preferential treatment on federal research funding. Valley Forge Military College, a private two-year college enrolling 86 students in fall 2023, has expressed interest in joining and emphasized contributions in leadership education, student resilience, and transfer pathways. Valley Forge lacks a research focus, making potential benefits from research-related incentives unclear. Valley Forge is the third institution to publicly express interest.
