Eamonn Allen used Millbrae police station as living quarters while residing in Idaho. Millbrae officials reported no prior knowledge of the dwelling units until a routine building inspection discovered them and found replacement locks that prevented staff access. A container of alcohol was located in the station. The city did not fund construction; station utilities are city-covered but any additional costs are unclear. Questions about authorization, policy and compliance to the sheriff's office remained unanswered.
