The Florida Judicial Qualifications Commission concluded the communications cast reasonable doubt on Miller’s capacity to act impartially, undermined her appearance of integrity and impartiality, demeaned the judicial office, interfered with judicial duties, could cause frequent disqualification, and appeared coercive.
