The European Commission draft enlargement report criticizes Georgia for serious democratic backsliding, rapid erosion of the rule of law, and severe restrictions on fundamental rights. The report highlights instrumentalization of institutions and judicial capture. The report praises progress by Albania, Moldova, Montenegro, and Ukraine toward EU membership. Ten candidate and potential candidate countries are monitored: Albania, Bosnia-Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Turkey, and Ukraine. Georgia adopted anti-LGBT and a foreign agent law, and contested October 2024 parliamentary elections raised concerns after the ruling party retained power and paused accession talks amid perceived Russia-friendly policies.
