Often, the attacks targeted the same locations repeatedly. Drone operators have also targeted ambulance crews and fire brigades."
Russian forces, operating under a centralised command, systematically used short-range drones to intentionally target civilians and civilian objects in Kherson, Mykolaiv and Dnipropetrovsk. Drones repeatedly struck houses, gathering points, humanitarian distribution hubs, ambulances, fire brigades, and critical infrastructure that services civilians. Various models of small, low-cost drones equipped with cameras and guidance systems were used; some exploded on impact while others dropped explosives from above. These short-range systems are distinct from larger, long-range drones used to bombard cities. Local authorities estimate more than 200 civilians killed and about 2,000 injured over the past year. Investigators conducted over 200 interviews and reviewed more than 500 videos.
