San Francisco Mayor Daniel Lurie is advocating for redirecting $88.5 million intended for housing to support shelter initiatives in his 'Breaking the Cycle' plan. This amount is approximately 30% of the projected $303 million from Proposition C. The funds would help create 572 new shelter beds and 130 hotel vouchers for families. Critics warn this approach might hinder the transition from shelters to permanent housing, supporting claims that only 13% of shelter exits lead to permanent placements due to insufficient housing availability. The discussion has sparked significant debate within the city's Homeless Oversight Committee.
"We must protect Proposition C funds because they are already breaking the cycle of homelessness for hundreds of people in this city," said Solange Cuba.
"The idea that we're going to take millions of prevention dollars and shift them to shelter is backwards from what our goal should be here," said Commissioner Christin Evans.
"Should Proposition C funding that was supposed to go to young people be eliminated, we're just going to get full and we're going to bottleneck," said Sherilyn Adams.
Commissioner Sharky Laguana acknowledged the need for shelter beds but emphasized the importance of addressing housing availability.
