Kathy Hochul declaring a state of emergency as federal SNAP benefits faced potential cuts affecting 1.8 million New Yorkers and 42 million nationwide; the USDA warned of insufficient funds “if the current lapse in appropriations continues.” The organization predominantly serves underserved Black and brown communities and previously incarcerated individuals who face persistent barriers to food access and successful reintegration amid rising living costs.
