Europol announced the arrest of the suspected administrator of XSS.is, a Russian-speaking cybercrime platform, in Kyiv on July 22, 2025. The operation was coordinated by the French Police with Ukrainian authorities. Law enforcement has seized the domain, replacing it with a notice indicating seizure. XSS.is, with over 50,000 users, served as a marketplace for stolen data and hacking services, enabling criminal activities by arbitrating disputes. The suspect reportedly earned €7 million from his operations and has connections to other cybercriminals, being active for nearly two decades.

The unnamed individual is also believed to have run thesecure.biz, a private messaging platform specially built to cater to the needs of cybercriminals. Through these illicit ventures, the suspect is estimated to have made €7 million ($8.24 million) in profits from advertising and facilitation fees.
