A piece of coastal land in Daly City consists of four separate parcels with multiple, overlapping owners who have not agreed to sell after a prior development attempt failed. Donna Pope and Joan Kneass hold the southernmost parcel next to a beach path and reported a trespasser and a threatening handwritten message after a fence went up blocking access. Pope and Kneass also partially own the other parcels with Utah resident Bruce Norton and siblings Patricia, Paul, James Anthony, and the late Carolyn Nagy, whose share is in a trust. Supervisor David Canepa said Luke Brugnara claimed to have bought the land but that the fence was illegal and obstructed a longtime public right-of-way. Brugnara contacted at least one co-owner about the property.
