He said the mayor–Board of Supervisors relationship during his first six years was toxic and harmed the city’s ability to act. During the pandemic, he said resource-backed groups formed organizations that engaged regular residents not tied to labor or nonprofits. He said these groups organized, showed up at meetings, and their money influenced elections.
