"This was just a first attempt to provide empirical evidence because it was a policy instrument that affected many, many business owners,"
"We wanted to provide some evidence to guide the policy debate, but again, it was just preliminary and interim, and we really need to do much more on this."

San Francisco supervisors Matt Dorsey, Bilal Mahmood and Alan Wong voted unanimously on Jan. 22 to broaden a Tenderloin late-night convenience store curfew into parts of South of Market, citing study results that associated the pilot with reduced crime. The pilot curfew was adopted in July 2024. Penn State criminologist Riley Tucker warned the results do not prove the policy should be expanded, and the study suggests possible crime spillover into SoMa.
