Hefin David, the MS for Caerphilly, died suddenly, prompting a tragic October by-election that could cost Labour a longstanding stronghold. Polls show Plaid Cymru and Reform UK leading in Caerphilly, risking the elimination of Labour's narrow Senedd majority (30 MSs plus the sole Liberal Democrat) and raising doubts about the government's ability to pass the budget. David left a partner, Vikki Howells, and two children; Howells faces campaigning while grieving and awaiting a final inquest in April. The Senedd returns with a packed legislative agenda, including a homelessness bill and a retooled pandemic inquiry, amid falling Labour support and voter concern over public services.
