Home Secretary Shabana Mahmood acknowledged that measures to reduce Channel crossings will take time and cannot be guaranteed to lower arrivals this year. So far 41,472 migrants have arrived on UK shores this year, up from 36,566 in 2024. The government plans to legislate to change the appeals system and further restrict interpretation of Article 8 of the Human Rights Act, and officials are drafting a Bill at pace. Mahmood described organised-crime involvement and said migrants show a developed understanding of the UK system and accommodation arrangements. A small pilot will start and may not yet deter crossings.
