"Someone clearly dropped the ball and there's no excuse for this," Murrill wrote on X May 16.
"My office will do whatever it takes to determine how this happened and make sure that it won't happen again," Murrill said.
Sheriff Gerald Sticker mentioned, "Johnson took advantage of a vulnerable moment" when officers responded to a flood.
The incident reflects systemic issues, as noted by officials, demanding accountability and procedural reviews to prevent future escapes.
