Man dies after being restrained by Haverhill police outside restaurant

Francis Gigliotti, 43, became unresponsive after being restrained by Haverhill police officers outside a restaurant. Family members, including his fiancée, demand answers about his behavior prior to the incident. Police responded to reports of Gigliotti acting erratically, including claims that he fell, ran in the street, and hit a car with his head. Videos show him weaving through traffic. During the struggle with officers, Gigliotti lost consciousness and was later pronounced dead at the hospital after medical personnel arrived on scene.
"He should be here with us right now," Michelle Rooney, the man's fiancée said. "He was not erratic, he was not violent. He was a very friendly person who would talk to anybody."
Haverhill police said officers responded to reports that Gigliotti had "fallen on the floor when leaving the building, was running in the middle of the street and that he hit a car with his head then continued down White Street."
Officers restrained Gigliotti during a struggle outside the restaurant "for safety purpose and for the safety of the surrounding public," according to Tucker's office.
