Cuomo said the federal government could deploy the National Guard and ICE, close airports and cut health and housing funding to pressure the city. Cuomo argued that Trump would need an excuse to justify a takeover and that Mamdani would provide a compelling pretext. Cuomo portrayed such federal action as a power play intended to make a statement about Democratic governance and to assert federal oversight.
