"This time, Republicans and Democrats are at an impasse over how to proceed, despite leaders of both parties acknowledging that a lapse in SNAP funding would be devastating for food-insecure Americans. If the government shutdown extends into Saturday, funding will lapse for the Supplemental Nutrition Assistance Program (SNAP), which helps feed around 42 million lower-income Americans. A lapse would be the first disruption to the federally funded, state-administered program in its current form since the 1960s. During the 2018–2019 shutdown the USDA directed states to issue SNAP benefits early so recipients continued to receive assistance. Leaders from both parties say a funding lapse would be devastating. Republicans controlling Congress and the White House want a short-term funding measure at current levels and need some Senate Democrats; Democrats refuse to relinquish leverage in negotiations.
