A federal judge ordered the administration to use emergency funds to keep the program running this month after state attorneys general sued over the funding freeze. The administration said it will issue only partial payments, with timing and amounts unclear. People waiting for donated meals described growing lines, reliance on food banks, fears of chaos, and the inability of many low-income residents to qualify for SNAP while depending on emergency food assistance.
