Congress failed to pass funding legislation, causing a government shutdown after neither Senate Democrats nor Senate Republicans secured the 60 votes needed for continuing resolutions. Democratic and Republican continuing resolutions differed mainly on health care subsidies: Democrats preserved credits while Republicans allowed them to expire. The Democratic resolution also added provisions to limit the president's ability to bypass Congress' power of the purse. Republicans shifted blame toward LGBTQ+ people by alleging Democrats demanded LGBTQ+ concessions to end the shutdown, a claim contradicted by the continuing resolutions and flagged as inaccurate by fact-checkers.
