Federal judges in Massachusetts and Rhode Island ordered the federal government to draw on contingency funds to cover SNAP benefits. The USDA warned on October 10 that it could not fund SNAP if the shutdown continued, and benefits were set to freeze on November 1. The Trump administration initially said it would partially fund SNAP using about $5bn in emergency reserves. The president later posted that SNAP payments would only be provided once the government reopens. SNAP serves one in eight Americans and costs more than $8bn monthly.
