Treasury Secretary Scott Bessent announced the framework after talks in Madrid and said Presidents Donald Trump and Xi Jinping were scheduled to speak on Friday to complete the agreement. China’s Vice Minister of Commerce Li Chenggang confirmed a basic framework consensus to resolve TikTok-related issues through cooperation, reduce investment barriers and promote economic and trade cooperation, and stated that China will safeguard national interests and legitimate rights of Chinese enterprises. US lawmakers had threatened a ban unless ByteDance sold its controlling stake amid data and influence concerns; President Trump extended the deadline to September 17 to allow time for a sale.
