New York State implemented a law effective March 5 allowing bars, restaurants, and on-premises establishments to purchase limited quantities of wine and spirits directly from nearby off-premises retailers like liquor stores. Bars can buy up to 6 bottles per week, with ready-to-drink cocktail 12-packs counting as one bottle. Off-premises retailers are similarly limited to selling 6 bottles weekly to on-premises venues. This reform eliminates the previous requirement for wholesaler deliveries to replenish stock, reducing lost sales and operational burdens. Both parties must maintain transaction records for inspection by the New York State Liquor Authority. Officials characterize this as modernizing alcoholic beverage control laws while supporting the hospitality industry and neighborhood retailers.
