Flooding in San Rafael caused a widespread telecommunications outage that disrupted 911 service for more than four hours in much of Marin County, the police department reported. The flooding affected an AT&T hub at about 8:30 p.m. Sunday, according to San Rafael police Lt. Scott Eberle. A family was rescued over the weekend from a house surrounded by the surging South Yuba River, south of Donner Summit. The rescue happened on Sunday afternoon along the South Yuba River, the Truckee Fire Protection District said in a Facebook post.
