China's National Computer Virus Emergency Response Center has published a report alleging that Taiwan has been conducting a prolonged but ineffective cyber offensive against it. The report, titled 'Operation Futile', asserts that Taiwan’s Information, Communications and Electronic Force Command (ICEFCOM) has been supported by the USA, particularly following Taiwan’s 2016 election. The report details five advanced persistent threat (APT) groups operated by ICEFCOM, while dismissing their activities as feeble and often caught in defense traps, likening the attacks to an ant's futile attempts to shake a tree.
The report asserts that in the years since, the DPP and ICEFCOM have run five APT groups, suggesting a persistent yet ineffective cyber offensive backed by the U.S.
