An Arcadia couple is under investigation after 21 children were removed from their home following allegations of neglect. Police responded to a report of serious injury concerning a 2-month-old child. During the investigation, 15 additional children were found in the residence. The parents, Guojun Xuan and Silvia Zhang, were arrested for child endangerment after allegedly knowing about the child’s injuries without taking action. The children, ranging from 2 months to 13 years, are now in protective custody, including some born through surrogacy. The case is still under further investigation.

On May 7, authorities responded to a report of a 2-month-old with significant head trauma and discovered 15 other children living in the home.
The couple, 65-year-old Guojun Xuan and 38-year-old Silvia Zhang, were arrested for child endangerment after being aware of the injuries and taking no action.
The 21 children, ranging from 2 months to 13 years old, were placed into protective custody, including some born through surrogacy.
