Mahmood stated, 'We've heard now several complaints over the last several weeks about overcrowding, exploitation, about the living conditions at the facility,' highlighting serious concerns for residents.
Bulauan's family mentioned he struggled with drug addiction and mental illness, and they did not want him placed back in the Tenderloin after his previous incarceration.
After being released from a state psychiatric ward, Bulauan was sent back to the Tenderloin, where he faced difficulties despite attempts at sobriety and rehabilitation.
