On July 3rd in Kerrville, Texas, the Guadalupe River was at a mere four inches, which changed dramatically overnight. By 4 A.M. on July 4th, the river rose rapidly, exceeding twenty-two feet. Despite the calm surface, city manager Dalton Rice noted no rain, unaware of the flash-flood warning issued just hours prior. The National Weather Service had escalated the warning to a dangerous emergency situation, indicating imminent peril to residents and campers nearby.
As the sun went down over Kerrville, Texas, the water in the Guadalupe River was just four inches deep; however, by 4:03 A.M., it was nearing twenty-two feet.
