A conservative Supreme Court majority has begun dismantling remaining VRA protections, prompting states to plan redistricting that could reshape midterms. One forecast estimated up to a 19-seat GOP gain if majority-minority districts are dismantled. South Carolina Republicans are targeting Rep. Jim Clyburn's seat as part of these plans.
