Shakra can be found in most regions in the game's world. You can then talk to her to buy her wares. However, take note that she moves to another location depending on how far you've progressed in the campaign. For instance, if you've defeated that region's boss, then she might travel to the next zone. If Shakra is nearby, you'll hear someone humming a tune.

Online retailers such as the Xbox and PlayStation stores, Steam, and Nintendo eShop, are rife with loading screens and error messages as people rush to buy it.
While Team Cherry could have charged more for Silksong, it's essentially pricing it the same as the original when you factor in inflation over the past eight years. The team revealed seven years ago that it kept the Hollow Knight pricing low to ensure as many people played it as possible. "$15 US is actually quite a bit of money for many people, especially in other countries than the US,"

Silksong's development has been a long and winding journey. Originally conceived as DLC for the critically acclaimed Hollow Knight back in 2019, the project quickly grew in scope as Team Cherry expanded its world, mechanics, and protagonist, Hornet. What started as an expansion spiralled into a full-blown sequel, with the small Australian studio repeatedly stating they didn't want to release the game until it met their exacting standards.
